Program Manager - Housing Choice Voucher (HCV) Program

Job Summary

Recognized as one of the Best Places to Work by the Albany Business Review in 2022, JEM Inc/Central Office provides consulting services for local municipalities to administer the Housing Choice Voucher (HCV) Program, also known as Section 8. The HCV program is a federal program that helps low-income families, the elderly, and people with disabilities afford safe housing in the private market. The Program Manager works with a caseload of families and landlords in a certain area of jurisdiction to manage subsidy and ensure adherence to regulations from HUD. The Program Manager must work within HCV program regulations and the administrative plan to determine if low-income individuals qualify, maintain eligibility, manage certifications, yearly inspections and lease agreements. Program Managers work directly with participants and landlords via telephone, mail and email. This is a remote role but local applicants preferred for in-person onboarding and work hours coverage.

Duties & Responsibilities

  • Brief new participants and landlords on program requirements, tenant and landlord responsibilities as described in HUD regulations and our administrative plan
  • Review initial information to determine of the family is eligible for assistance
  • Work with families, the elderly and people with disabilities to meet their housing needs on a case-by-case basis while managing a solid caseload
  • Review case files for accuracy and compliance as required by the organization's administrative plan, HUD policies and regulations, and all other applicable federal, state and local laws
  • Keep programs at maximum utilization within the responsible jurisdictions
  • Accurately calculate tenant rent for admission, interim, annual and special re-examinations
  • Work with other departments in the organization to ensure accurate payments, secure inspections, prevent fraud, manage paperwork, and enroll eligible families in the Family Self-Sufficiency program

Knowledge, Skills, and Abilities

  • Proficiency in using computer software, including Microsoft Office Suite, and housing management systems
  • Strong organizational skills, attention to detail, and superior time management skills
  • Knowledge in Section 8 HUD regulations and Fair Housing Laws a plus
  • Excellent communication skills, as well as strong interpersonal and conflict-resolution abilities
  • Positive upbeat attitude capable of providing a high level of service to the population we serve in a dignified and compassionate environment
  • Ability to work effectively, accurately and independently with frequent interruptions and meet short-term deadlines under pressure

Credentials and Experience

  • High school diploma required, college degree preferred
  • Experience working with people or customer service experience preferred
  • Human or social services industry experience preferred (social work, public administration, etc.)
  • HCV Specialist training course and passed certification required once hired
